El objetivo de este artículo es a nalizar el Dialogo Social y el Tripartismo en Venezuela, explanando los distintos elementos que conforman cada uno de estos conceptos, al mismo tiempo se presentan los antecedentes del proceso de diálogo social y tripartismo en Venezuela. La metodología utilizada se encuentra enmarcada en una investigación tipificada como aplicada, documental y descriptiva, se tipificó el diseño de la investigación bibliográfico, las técnicas e instrumentos de recolección de datos utilizados fueron la selección y verificación de (...) documentación escrita. De los resultados se desprende que las funciones del dialogo social, pueden observarse desde distintas perspectivas, para lograr consensos, para a través de la discusión puedan evitarse situaciones de conflicto, para debatir en torno a temas vinculados a lo económico, laboral y social. Hoy en día en la Ley Orgánica del Trabajo, los trabajadores, y las trabajadoras queda excluida la participación de la Comisión Tripartita Nacional, y por ende, toda intervención en la toma de decisiones o recomendaciones en virtud de la fijación del salario minino. Es la razón por la cual, se sostiene el hecho de que son necesarios estos mecanismos de concertación para crear una sociedad justa y democrática. (shrink)

The literature addressing bias and fairness in AI models (fair-AI) is growing at a fast pace, making it difficult for novel researchers and practitioners to have a bird’s-eye view picture of the field. In particular, many policy initiatives, standards, and best practices in fair-AI have been proposed for setting principles, procedures, and knowledge bases to guide and operationalize the management of bias and fairness. The first objective of this paper is to concisely survey the state-of-the-art of fair-AI methods and resources, (...) and the main policies on bias in AI, with the aim of providing such a bird’s-eye guidance for both researchers and practitioners. The second objective of the paper is to contribute to the policy advice and best practices state-of-the-art by leveraging from the results of the NoBIAS research project. We present and discuss a few relevant topics organized around the NoBIAS architecture, which is made up of a Legal Layer, focusing on the European Union context, and a Bias Management Layer, focusing on understanding, mitigating, and accounting for bias. With growing vigor, political philosophers have started questioning the Westphalian system of states as the main actors in the international arena and, within it, the doctrine of Permanent Sovereignty over Natural Resources. In this article I add to these questionings by showing that, when it comes to migratory natural resources, i.e., migratory species, a plausible theory of territorial rights should advocate a regime of shared sovereignty among states. This means that one single entity should represent their interests and maybe also (...) those of third parties, managing and making decisions over the resource as a whole. Although such a regime might be the tacit goal of existing international conventions regarding wildlife, it remains untheorized in political philosophy and largely under-theorized in international law. By presenting the critical situation of the monarch butterfly in North America, I point to the inadequacy of the compartmentalized current regime, which generates injustice in migration; namely, the phenomenon whereby range states of a given species may neglect or over-exploit it while in their territory, to the detriment of others. I suggest that more flexible and imaginative governance arrangements are needed to deal in a better way with these and similar natural resources. (shrink)

The Scottish sentimentalist Francis Hutcheson and the Chinese Confucianist Mencius give benevolence (ren) a key place in their respective moral theories, as the first and foundational virtue. Leaving aside differences in style and method, my purpose in this essay is to underline this similarity by focusing on four common features: first, benevolence springs from compassion, an innate and universal feeling shared by all human beings; second, its objects are not only human beings but also animals; third, it is sensitive to (...) proximity; and finally, it has to be constantly cultivated in order to become a character trait. I will conclude with some brief remarks as to how this understanding of benevolence as rooted in feeling rather than reason, and in personal rather than impersonal relationships, helps to illuminate part of the discussion in moral philosophy today. By virtue of the Antarctic Treaty, signed in 1959, the territorial claims to Antarctica of seven of the original signatories were held in abeyance or “frozen.” Considered by many as an exemplar of international law, the Antarctic Treaty System has come to be increasingly questioned, however, in a very much changed global scenario that presents new challenges to the governance of the White Continent. In this context, it is necessary to gain a clearer understanding of the moral weight of those (...) initial claims, which stand as a cornerstone of the treaty. The aim of this article is to offer an appraisal of such claims, which may be divided into two main kinds: those grounded on some relevant link to the territory, and those grounded on official documents and geographical doctrines. After pointing to the limitations and challenges that they face, I conclude with some remarks about how this assessment ought to serve as a starting point to rethink the territorial status of Antarctica. That there is a human right to subsistence is a basic assumption for most moral and political theorists interested in the problem of global poverty, but it is not one exempt from controversy. In this article, I examine four justifications for this right and suggest that it takes the form of a claim, that is, a right which creates correlative duties on others who are then taken to be the main agents in its fulfillment. I point to some criticisms made (...) against this conceptualization and offer an alternative approach that emphasizes the key importance of the moral and political agency of the needy. Two aspects of this approach are that the needy are seen as actors in their own right when it comes to poverty alleviation measures and their demands are no longer seen as demands for mere subsistence but ultimately for putting an end to their political marginalization and exclusion. Towards the end, I point to the complementarity of both views. (shrink)

Recent theories of territorial rights could be characterized by their growing attention to environmental concerns and resource rights (understood as the rights of jurisdiction and/or ownership over natural resources). Here I examine two: Avery Kolers’s theory of ethnogeographical plenitude, and Cara Nine’s theory of legitimate political authority over people and resources. While Kolers is a pioneer in demanding ecological sustainability as a minimum requirement for any viable theory of territorial rights – building a bridge between environmental and political philosophy – (...) Nine highlights a crucial distinction when looking at territorial rights from a global justice perspective, namely that between jurisdictional powers and ownership rights over resources. Daring and innovative at first glance, I claim that both theories present, however, deep ambiguities and retreat from their radical implications which, if taken seriously, would lead to a massive redrawing of current territorial borders. También contrastan, bien para refutar o adherirse, con la asunción de un modelo racional acabado y matemático del mundo reflejado en el predominio de propiedades medibles por sobre cualidades más sensibles de las cosas. El tratamiento del placer y la conciencia en Aristóteles y Husserl parece restaurar (...) y subvertir, respectivamente, modelos relegados y no tan relegados: en el primer caso, la noción de vida y actividad; en el segundo, el esquema de una razón teórica neutral. Desde la Antigüedad hasta nuestros días, los historiadores de la filosofía han criticado, reformulado y asentido a diversas tesis en torno a las implicaciones que ha tenido la categoría de naturaleza en el pensamiento de los filósofos -y filósofas- antiguos, medievales y modernos. A pesar de las dificultades que implica una investigación históricamente tan extensa, lo que resulta evidente de la categoría de naturaleza es su carácter plurívoco, ya que el concepto, en tanto categoría filosófica, ha sufrido múltiples transformaciones con (...) el paso del tiempo. La invocación a la diosa Venus en el proemio al libro primero del De rerum natura es uno de los más memorables en la historia de la literatura, así como uno de los más inquietantes en la historia de los textos que niegan todo influjo divino en los asuntos humanos. El presente trabajo busca hallar en la presencia de la diosa Venus a lo largo de todo el poema una dimensión ordenadora que la distinguiría de cualquier entidad divina tradicional. Proponemos, (...) pues, que nuestra diosa personifica el _ordenamiento_ de la naturaleza y la reintegración del orden social al orden natural. El _filósofo_ Lucrecio, en su lucha contra la divinidad, presenta a Venus como un elemento que expresa una racionalización del universo en términos políticos. Para sustentar nuestra hipótesis, hemos accedido al latín de Lucrecio para identificar en él conceptos de la política romana asociados indiscutiblemente al gobierno de la naturaleza, que nuestra diosa preside. Our brains readily decode facial movements and changes in social attention, reflected in earlier and larger N170 event-related potentials (ERPs) to viewing gaze aversions vs. direct gaze in real faces (Puce et al. 2000). In contrast, gaze aversions in line-drawn faces do not produce these N170 differences (Rossi et al., 2014), suggesting that physical stimulus properties or experimental context may drive these effects. Here we investigated the role of stimulus-induced context on neurophysiological responses to dynamic gaze. Sixteen healthy adults viewed (...) line-drawn and real faces, with dynamic eye aversion and direct gaze transitions, and control stimuli (scrambled arrays and checkerboards) while continuous electroencephalographic (EEG) activity was recorded. EEG data from 2 temporo-occipital clusters of 9 electrodes in each hemisphere where N170 activity is known to be maximal were selected for analysis. N170 peak amplitude and latency, and temporal dynamics from event-related spectral perturbations (ERSPs) were measured in 16 healthy subjects. Real faces generated larger N170s for averted vs. direct gaze motion, however, N170s to real and direct gaze were as large as those to respective controls. N170 amplitude did not differ across line-drawn gaze changes. Overall, bilateral mean gamma power changes for faces relative to control stimuli occurred between 150-350 ms, potentially reflecting signal detection of facial motion. Our data indicate that experimental context does not drive N170 differences to viewed gaze changes. Low-level stimulus properties, such as the high sclera/iris contrast change in real eyes likely drive the N170 changes to viewed aversive movements. (shrink)

RESUMO Neste artigo, propomos estratégias de captação de regiões polêmicas em corpus produzido a partir de publicações do Twitter, partindo de quadro teórico que enfatiza a perspectiva dialógica. Com base nessas estratégias, fornecemos entradas para a análise da materialidade oriunda do universo tecnodiscursivo em circulação em ambientes digitais. Em razão da produção do corpus da investigação, avançamos na compreensão de traços que compõem imagens discursivas em torno de Diego Maradona em circulação no Twitter por ocasião de seu falecimento. Para tanto, (...) explicitamos e problematizamos técnicas de captação e produção de um corpus digital de pesquisa, através da delimitação de um espaço discursivo no Twitter que circundou a morte de Maradona. Os resultados obtidos se dirigem tanto às condições de utilização dessas plataformas por analistas do discurso, quanto à cartografia das regiões do dizer que se configuram nesse espaço e dos embates que nelas ganham consistência. ABSTRACT In this article, we propose strategies for capturing polemical regions in a corpus of posts from Twitter, setting out from a theoretical framework that emphasises a dialogic perspective. Based on these strategies, we provide entry points for analysing the materiality of the techno-discursive universe that circulates in digital environments. By producing this research corpus, we acquired a clearer understanding of elements that compose discursive images surrounding Diego Maradona in circulation on Twitter following the player’s death. Towards this aim, we formulated and critically considered techniques for extracting and producing a digital research corpus by delimiting a discursive space on Twitter surrounding Maradona’s death. The results obtained pertain to the conditions for use of these platforms by discourse analysts, the cartography of the regions configured in this space and the clashes that become consolidated within them. I offered the title for this paper before family separations were on the news, before the president had brought attention to the exodus of migrants, and before the government shutdown in response to the request of billions of dollars to build a border wall.1 I had no idea how common immigration would be in everyday conversation. Este trabajo busca describir las construcciones de eth del quichua santiagueño de acuerdo con dos parámetros: a) el grado de solapamiento semántico entre los predicados de la construcción de eth, y b) el grado de integración eventiva de la adverbial inicial con la cláusula principal. El primer parámetro permite identificar construcciones verbatim –con repetición exacta del verbo anterior– (...) y no verbatim –sin repetición exacta–. El segundo parámetro se manifiesta en la forma que adopta la cláusula “cabeza”. Así, se identificaron, por un lado, una forma converbal y, por el otro, cláusulas con los sufijos del sistema de conmutación de la referencia. This paper aims to describe THL constructions in Santiagueño Quichua according to two parameters: a) the degree of semantic overlap between the predicates of the THL constructions, and b) the degree of event integration of the preposed adverbial with its main clause. The first parameter allows the identification of verbatim constructions -with exact repetition of the previous predicate- and non verbatim constructions -without exact repetition-. The second parameter manifests itself in the form the head clause might adopt, where it is a converb or it takes switch reference suffixes. The interplay of both parameters shows that the different THL constructions possess diverse discourse functions, particularly regarding thematic coherence. (shrink)

Telhas e livros, nesta composição, dão liga, uns aos outros, e mantem tudo entrelaçado se auto sustentando, provisoriamente. Penso: tanto as telhas quanto as enciclopédias, cada qual do seu lugar, causam um certo ruído na paisagem da floresta, que tem a ver com a afirmação de uma presença (...) humana. Dão a ver um certo confronto ou o impasse entre habitar fazendo parte deste todo e / ou o não se sentir fazendo parte (mesmo que talvez em algum momento, talvez mítico, se fizesse) e a tentativa de fazer uso deste lugar interferindo o menos possível. Este artículo aborda el concepto de lo político de Carl Schmitt y la teoría populista de Ernesto Laclau. Se ofrece, primero, una crítica de la literatura sobre la supuesta recepción del pensamiento de Schmitt en Laclau, en relación a sus nociones de antagonismo, representación, unanimidad, e identificación. Luego se reconstruyen y comparan los argumentos de los dos autores sobre el enemigo, la referencia al pueblo como sujeto político y el carácter existencial de lo político. Sin pretensión de elaborar un análisis (...) conceptual exhaustivo para no exceder el espacio aquí disponible, se señala que a lo largo de su trayectoria Laclau ignoró a Schmitt (a excepción de un artículo sobre la guerra) y que, si bien Schmitt no fue una influencia intelectual en Laclau, hay algunas similitudes en sus modelos teóricos. Certains des moments qui ont marqué la liesse de la révolte de 2019 et le rejet encore incompréhensible de la proposition constitutionnelle, qui reprenait une grande partie des revendications de la rue, sont déroulés sous forme de flashs. Passé, présent et futur se confondent dans ce récit et émergent d’une photographie autour de laquelle s’articulent ces mots : un homme en costume-cravate, un policier, une foule en révolte, un silence spectral.

Pregnancy presents some interesting challenges for the philosophy of embodied cognition. Mother and fetus are generally considered to be passive during pregnancy, both individually and in their relation. In this paper, we use the enactive operational concepts of autonomy, agency, individuation, and participation to examine the relation between mother and fetus in utero. Based on biological, physiological, and phenomenological research, we explore the emergence of agentive capacities in embryo and fetus, as well as how maternal agency changes as pregnancy advances. (...) We show that qualitatively different kinds of agency have their beginnings already in utero, and to what extent fetal and maternal movement modulate affectivity and individuation in pregnancy. We thus propose that mother and fetus are both agents who participate in pregnancy. Pregnancy then emerges as a relational developmental organization that anchors and holds its developing participants. We end the paper with reflections on ethical implications of this proposal, and suggestions for future research. (shrink)

At Universitat Politècnica de València, Meridies, an internship programme that places engineering students in countries of Latin America, is one of the few opportunities the students have to explore the implications of being a professional in society in a different cultural and social context. This programme was analyzed using the capabilities approach as a frame of reference for examining the effects of the programme on eight student participants. The eight pro-public-good capabilities proposed by Melanie Walker were investigated through semi-structured interviews. (...) The internship is an environment in which students can put into practice the knowledge they have acquired in undergraduate studies and to find practical relevance in what they studied. Occasionally, this also entails a critical questioning of what they have learned, a greater awareness of the limits of the contents of their studies and of the way things were taught, and interest in less explored issues that are closely linked to social justice. However, tensions can arise between the pro-public-good oriented perspectives of this programme, and a more instrumental vision. One way to overcome these tensions is to foster consideration of reflexivity, that is, the dynamic relationship between technology and society. To do so, the programme must create space before and during the internship, and upon the return of the students, to discuss and collectively reflect upon their lived experience. Additionally, it ought to engage supervisors in this educational journey, both at the university and in the host institutions, and also involve socially committed organisations in this task. Recent scientific studies suggest that the destabilisation of the earth's climate and biodiversity loss are not separate, but interdependent phenomena. In this context, some have proposed the creation of a ‘Global Safety Net’ of ecoregions that should be preserved to stop further biodiversity loss, preventing at the same time the growth of CO2 emissions produced by deforestation and allowing natural carbon removal. In this article, I suggest that a first step to achieve this might be to replace permanent sovereignty over (...) natural resources in these areas with permanent guardianship. I propose to take some inspiration from a model that has already been implemented over an entire continent with a fair degree of success. In 1959, the Antarctic Treaty froze the sovereign claims of seven countries over Antarctica. However, these countries plus 47 others today have been remarkably successful at jointly preserving the continent for peace, science, and the protection of the environment, especially since the signature of the Environmental Protocol in 1991. After outlining some principles that could give form to a Global Environmental Protocol for Ecoregions, I address a series of objections and offer some concluding remarks. (shrink)

Este trabajo aborda algunos aspectos de la dimensión social y política del museo en la actualidad, a partir de la articulación de distintas perspectivas vinculadas con las políticas de los bienes comunes, la sociomuseología y la museología participativa. Este cruce teórico permitió diseñar un escenario o un subescenario -según qué lectura se pondere- político-museológico en el que, consideramos, existe una apuesta por una diferenciación de los modelos tradicionales.

La creatividad y la paz están íntimamente relacionadas, incluso en su dimensión histórica. El cambio de concepción de la paz observado por Galtung lleva a una comparación con la evolución de la noción de creatividad. Además de las mencionadas similitudes, ambos conceptos están en concomitancia en tanto en cuanto la creatividad es necesaria como herramienta para la transformación de conflictos de forma pacífica. El nexo que se propone para unir ambos conceptos es la educación, encardinada dentro de un constructo que (...) llamamos triángulo abstractivo. (shrink)

Managers in ethnic businesses are confronted with ethical dilemmas when taking action based on ethnic ties; and often as a result, they increase the already vulnerable positions of these businesses and their stakeholders. Many of these dilemmas concern the capital that is generated through variations in the use of ethnic stakeholder social ties. The purpose of this paper is to suggest a stakeholder-based model of social capital formation, mediated by various forms of ethnic ties, to explore the duality of ethnicity: (...) it can aid and hinder an ethnic business. Drawing upon the social capital/economic development, stakeholder salience, ethnic businesses literatures, and on social identity theory, we develop a cyclical model of relationships among ethnic business stakeholder attributes and social capital, as mediated by three-way Simmelian bonding and bridging ties, which then, in turn, affects the ethnic stakeholder attributes. We argue that the development of bridging yet strong ties through this cyclical process is relevant for the improvement of the positions of ethnic businesses in terms of both economic success and social responsibility. Specifically, we suggest that, given the duality of ethnicity in business, managers can prioritize stakeholder relationships based upon how these stakeholder ties affect social capital. (shrink)

Se centra en el sentido que adquiere la masculinidad entre mis compañeros varones, así como en mi propia transformación física y emocional para integrarme a ese mundo estrictamente masculino. El escrito supone un doble desafío: en la dimensión teórica, pretende arrojar luz sobre el sentido de la práctica marcial y su relación con las regulaciones que orientan la masculinidad. En el presente artículo nos enfocare-mos en desarrollar las concepciones antropológicas de dos autores renacen-tistas: Marsilio Ficino y Giovanni Pico della Mirandola. En este sentido, nuestro recorrido parte de las lectu-ras propias de diversas obras de ambos autores, pero prestando especial interés en De vita libri tres de Ficino y en Oratio de hominis dignitate de Pico. Anna Stilz’s Territorial Sovereignty (2019) aims to be a revisionist account of territorial rights that puts the value of individual autonomy first, without giving up the value of collective self-determination. In what follows I examine Stilz’s definition of occupancy rights and her emphasis on the moral relevance of what she calls ‘located’ life plans. I suggest that, if it aims at being truly revisionist, her theory should work with a broader definition of occupancy. So long as it doesn’t, these rights (...) will be mainly the preserve of groups of settlers and peoples with predictable patterns of movement. Moreover, insofar as occupancy rights ground collective rights to self-determination, they actually have the potential to trump individual rights to what I call ‘dynamic’ or non-located occupancy. This is worrying, I claim, for at least two reasons. First, rights to dynamic occupancy are arguably as central for respecting individual autonomy as rights to located occupancy. And second, rights to dynamic ocupancy should be seen as key in helping to form the kind of political allegiances required to overcome the most pressing collective action problems that humanity faces. In the deep disagreements characterized by Robert Fogelin (1985/2005) the parties do not share a common framework sufficient for the argumentative exchange to actually occur. Arguments are present as propositional structu-res, but do not develop as activity. Some public debates, particularly those that appeal to a resolution through the knowledge provided by science, can be reconstructed from the perspective of this model. Can scientific evidence be constructed from which to build, at least partially, that necessary common framework? Which notion of (...) objectivity is the most adequate for this purpose? Fogelin’s proposal is a starting point to reflect on the resolution of disagree-ments and scientific knowledge, in particular from the notions of incommen-surability and objectivity. It is argued that objectivity in scientific activity resul-ting from the conditions that allow negotiating meanings can work to resolve some deep disagreements. (shrink)
